In the movie's "logic", you have one night to discharge all your rage in order to be peaceful the rest of the year. It's a dystopian future where this is encouraged and culturally embraced. You can break in a house and kill/expel its owner, but (I assume) private property will still be enforced the following day, so staying in that house would be considered a crime.
