If a government of a country has been in contact with alien life forms and they made a pact that neither one would start a war with the others as long as one party does "NOT" engage. Don't you think that they should tell the world so everyone knows this so that when an alien ship crash lands in your back yard YOU do not engage??? Duh!

Secret pact.. and no, because then it confirms, and the government would basically be saying "Yes, we made a deal with aliens that they can take you and do whatever they want. Love you my citizens."
