Not sure what you`re saying. They`re never classified as predators in the movie.
It`s funny though that most of the animals in the police force are large animals like water buffalos and rhinos and yet it is the water buffalo that is one of the most dangerous animals in the world. On the flip side, I guess they`re only a danger (mostly) to humans, and humans don`t exist in the Zootopia world, so they're not actually dangerous.
It just appears on the surface that the primary 'societal division' in the film is the one between large, capable animals and small, defenseless ones.
Granted, there are more layers to it than that to it.
Good film, regardless.
