Did people say that in 1981? I don't think so. When the DA says it to reject a drink (I think) it was so jarring to me it took me out of the scene. Was it originally a slang term back then and just now resurfacing?

Exactly. That term is relatively new (and also very annoying as well as grammatically incorrect).
It was used by the DA when Anna asks him, "can we get you something to drink?" after the birthday party.
