I didn't get that impression either. It certainly was a crime drama, but perhaps not like the ones you expected. Looking back on the TV show The Sopranos, one of the brilliant things it does that people don't give it credit for, is making you understand Tony Soprano's cover up from his crimes. He always was a businessman and covered his tracks very well with their garbage company, same as Walter White on Breaking Bad did with his car washing business. A Most Violent Year focuses much more on the cover, the disguise the characters wear to hide their wrongdoings and how high someone like that can go. By all accounts, Abel Morales is a fantastic businessman, runs the company almost perfectly, but things slowly fall apart because of the ones around him.
I really dug it, but people certainly did go in to it thinking it was a gangster film, rather wrongfully so IMO. From the trailers, it looked very much like a slow boil and I went in expecting that. But too many people now can't handle a slower pace. It's not to say they just want action, just don't think enough appreciate the drama that's built up here enough and think "nothings happening" when plenty is going on here.
