The intent in casting Weston was obvious, he plays characters like this, his portrayal on Elementary was way more disturbing.
Considering the act itself, yes it was sexual harassment. All they had common in life was sharing a cubicle, they didn't grow up together, and weren't friends either, this isn't different from saying it to a complete stranger. Just like telling it to a complete stranger, he paid no foresight to consequences, like potentially getting shot in face, which is very possible in the US either by her or by her husband, whom he probably had never met, it was completely stupid. Even if their boss says (very unrealistically) to lighten up (and not thinking being fired by the company, losing pension and the house) a different employee might sue, and this guy gets on the sex offender registry for life, after which (since such data is publicly searchable) he gets shot in the face by someone whose mother or sister was raped.
Having said that, I actually disagree with being on the sex offender registry being public for the aforementioned reason, and one intended drunken public urination can warrant being on said list, which doesn't mean I sympathize or empathize with most of them, for they actually are criminals.
