Morty's existence

Plot hole: if Summer doesn't exist in many realities because Beth and Jerry never got married, where did all the Morties in the Councel of Ricks come from?

Infinite number of universes so many universes can have Beth and Jerry married and not married to have both Morty and Summer.

Also, there are many realities in which she does exist. Every now and then she tunes into one. 'Oh look, we're playing yahtzee.' 'We're playing shoots and ladders.'

Infinite timelines, infinites possibilities. Every Rick need a Morty, so in each of the realities that all the Mortys we see born, it would have been a reality were Beth and Gerry got married.

The Ricks with no native Morty are unlikely to be part of the 'Rick-government' as they don't have a natural shield. They are probably killed or imprisoned by their native Galactic Governments way easier.

So that's probably why we only see Ricks with Morties in the Council of Ricks hangout.

It's not a plot hole, it's just more evidence that Beth and Jerry are not together only because of an accidental pregnancy in high school.

In Rixty Minutes, C-500A, the dimension where Jerry was a famous actor and Beth was operating on people, Beth and Jerry still had feelings for each other. Beth never married, and she was still Jerry's one true love.

In MortyNight Run, Jerry meets Beth's husband Paul Fleishman at Jerryboree. "Infinite timelines, in some of them Beth remarries. Don't worry, I treat Beth very well, and I do not overstep my bounds with Morty. Every kid needs a dad, and there's no replacing you." So Paul's timeline doesn't appear to have a Summer, but does have a Morty, and Paul's phrasing also would suggest the other Pauls that he's met are always the husband after Jerry. Paul's existence also tells us that Jerry is exactly the type of guy Beth wants, since Paul is so much like Jerry he seems just as challenged in the Jerryboree activities designed to keep the Jerrys busy.

It stands to reason that in most dimensions in the central finite curve, most of the Beths and Jerrys got married and had at least one planned child: Morty.

Ooh, boy, what a waste of time! Get it? You know,'cause it's frozen?
