Why couldn't rick go to parallel universe?

And Just replace himself there in the finale episode? I mean he is rick

I wondered this too, but I think it would be because he would still be in Federation jurisdiction. Arguably all of those Ricks would also be under threat from their own respective Federations.

Rick blew up his portal gun at the wedding reception when Tammy tried to have it confiscated. He was stuck.

Weddings are basically funerals with cake.

Also if he somehow could build a new one he wouldn't have done that too his whole family and they would have to be tortured and all that in earth.
