My plot issue

In fine with most of the story - a scheme to make potentially billions on a tin crisis (potentially some issue with drying up rivers to mine, environment terrorism). But, why was the attack on the nuclear plan necessary? Was that really the most low-key sight that uses those water pumps. By picking such a high value target to run a test (again, this is only a test!), the hacker had to know China would come down on them with all their might.

Even assuming all the code info was destroyed in the meltdown - which is the only justification - they were tracking down the terrorists just fine, and found the number 2 bagman easily.

A much less notable test run target, and the government never likely catches them. The risk/reward of a nuclear power plant - when the reward is only a test, skews heavily towards the risk side.

Also couldn't they just make billions hacking into the stock exchange, or use it to steal money from a casino or just rob a Swiss bank?

Now, now, you're being much too rational if you think that a hacker whose main goal is to accumulate money would be unlikely to target a nuclear reactor which does not result in said accumulation.
