What do you think would have happened next?

Maybe this is a stupid question.

But what do you think would have happened next?

Would the retired ranger try to prove that Toby was a conspirator with his brother and try to bring Toby to jail?

I mean the ending dialogue of the movie is not quite clear.

The retired ranger says that Toby "has to live with it for the rest of his life".

Do you think he means that he will not try to bring Toby in?

It is just a movie, not real life. In the real world Toby would have been caught too. The writer left the audience hanging just like in "Gone with The Wind."
