Judging from what I have seen in the anime, I think it is possible the cause of the Titans forming/evolving (what ever) could be some kind of infectious agent. It would explain the number of Titans. If you disagree post a reply.

Because a rotting undead corpse is probably a better choice than most politicians

Isn´t there a rumor a scientist made them.

Guess there really are people who act worse than 12 year olds.

It could make sense, Dr. Jager mentioned the secret to the Titans is in his basement. Maybe he was involved.
