Whats in the basement revealed (SPOILERS) !!!!

So in basement there are 3 books and in 1 book there is photgraph of grisha yaegar(erens father) with his i guess 1st wife and son before he came to the walls .
And there is a note saying humanity is safe outside walls and obviously there are no camera tech inside walls so attack on titan is not based in the past?
Does this mean they are all part of some experiment?

Pretty sure the man in the photo isn't Grisha. If anything, Grisha is the child and the man is his father.
