Is this a goof? Or is there some subtle message in this? If he qualified for both the CIB and the EIB, he would be wearing the CIB as Army regs say it takes precedence.

The U.S. Army abbreviates Staff Sergeant: SSG
The U.S. Marines Corps abbreviates Staff Sergeant: SSgt.
The Combat Infantryman Badge (CIB) is earned while "engaged in active ground combat."
The Expert Infantryman Badge (EIB) is earned by successfully completing the standardized EIB test, demonstrating a broad spectrum of critical Infantry skills and physical fitness to standard.

According to AR 670-1, from 22 May 2000 to 10 April 2016 (current version); no where in the regulation states that the CIB must be worn over the EIB.
DA PAM 670-1 (01 July 2015) outlines the wear of decorations, service medals, badges, unit awards, and appurtenances.
Chapter 22. Combat and special skill badges and tabs
b. (3) "Personnel may only wear one combat or special skill badges from either group 1 or group 2 above the ribbons"
It is not required to wear the CIB over the EIB, the keyword is: may
It's not very common that you find 11 (Infantry) or 18-series (Special Forces) personnel wearing their EIB over a CIB, but it's up to the personal preference of that individual.
During the BDU (battle dress uniform) and DCU (desert combat uniform) era (the official wear out date was Spring of 2008); your combat patch (shoulder sleeve insignia-former wartime service, SSI-FWTS) was physically sewn on your BDU/DCUs, therefore, it was easy to identify which Soldiers had been downrange by looking at their right shoulder.
I can think of a few special circumstances, where the individual would wear their EIB over their CIB. For example, during an EIB test, in order to show that the grader/board member has earned their EIB. Another circumstance, if that individual was proud of being a true blue (successfully completing all EIB stations and events first time "GO").

The distinctive unit insignia (DUI) worn on the beret and Class A uniform (above name plate) is 2nd Infantry Regiment. The unit depicted is 2nd Battalion, 2nd Infantry (2-2 IN), 2nd Brigade Combat Team, 1st Infantry Division; stationed at Rose Barracks, Vilseck, Germany.
Currently, 2nd Battalion, 2nd Infantry is assigned to 3rd Brigade Combat Team, 10th Mountain Division at Ft. Polk, Louisiana (16 September 2015).
If it isn't a goof, which it appears not to be, why in the world would he be wearing the EIB instead of the CIB, in terms of fitting into the story being told by the novel on screen? We see SSG Dime engaged in ground combat, so he clearly earned the CIB.
Clearly there is a reason in the mind of the screenwriter, costume designer or the military advisor as to why this distinction is needed, especially since we see it on both the dress and camo uniforms.

I haven't seen the movie yet, so I can't comment on the Bravo Squad but it appears you are mistaken. In the U.S. Army, there is only one Infantry squad and its purpose is a maneuver or base-of-element fire element. While the platoon's task organization may change, the Infantry squad's organization generally remains standard.
The Infantry squad is a model for all tactical task organizations. It is comprised of two fire teams and a squad leader. It can establish a base of fire, providing security for another element, or conducting fire and movement with one team provide a base of fire, while the other team moves to the next position of advantage or onto an objective. The squad squad leader has two subordinate leaders to lead the two teams, freeing him to control the entire squad.
Squads are organized by numeric designation: 1st Squad, 2nd Squad, 3rd Squad, 4th Squad, etc.
Fire teams are organized by alphabetic designation: Alpha Team and Bravo Team
Assuming Vin Disel's character (SSG Shroom) is the Squad Leader (SL) in Iraq, and SSG Dime (then a SGT) is the Bravo Team, Team Leader (TL).
