Who was Matthew Fox's character supposed to be?

I just watched it a second time and I was trying to figure it out, but either I missed it again or the film doesn't really give his character a clear role in the town. Was he some sort of deputy or just a random fancy dude who gets bored and helps out the Sheriff?

You'd feel cocky too if you were full of myself.

You missed nothing. Brooder is a resident of the town, and probably the most competent person to join the Sheriff and Deputy in the rescue mission.

The movie was a moving depiction of self-sacrifice and risk to save your friends and neighbors.

Seems like the director Zahler based Fox's character on himself.
