Is it true English painters, until the 20th century, were never popular outside Britain except in America among Anglophiles?

Don't think that's quite true, Hogarth had a reputation throughout Europe. And what about Blake? Maybe they were one-offs though.

Turner is thought to have had a great influence on the Impressionists so his work would have been known in France. I think those artists must certainly have seen his later works.

Vincent van Gogh is known to have admired Millais, one of the founding members of the Pre-Raphaelite Brotherhood, and wrote to his brother Theo: "Once I met the painter Millais on the street, just after I had been lucky enough to see several of his paintings… not the least beautiful is an Autumn landscape, Chill October."
