I really feel strongly that this should be a national law, not just a North Carolina law. Too many states are much too lax in how a person can be sentenced (if at all) for animal abuse. Stricter laws (which AUTOMATICALLY involve jail time if the person is found guilty, and for more than just thirty days) need to be enacted for this type of crime. And it shouldn't take someone beating/abusing someone else's dog as opposed to their own dog for them to be convicted for animal abuse. As Donna said at the end of the movie, "Setting fire to a sofa is not the same as setting fire to a dog. A dog is a living, breathing being..." The laws regarding animal cruelty/animal abuse, need to change (with stricter sanctions when a person is found guilty). A person shouldn't be able to walk away with just a fine if convicted of animal cruelty/abuse.
