I agree also. While you can see others also, which add further depth, these three keep it a tight but basic story.

CW is the weakest of the three by quite a big margin imo.

To me it didn't make sense that, after what Steve and Natasha learned and experienced in TWS and presumably told people about, Tony and Bruce would quickly decide to implement something not-very-different from what Hydra wanted in AoU.

Yeah, they wanted to impose mass surveillance and (in order to allow) assassination of any possible threats.

The Ultron program was not about "mass surveillance" and certainly didn't include assassination.

Stark at the least explicitly wanted "a suit of armor [all] around the world," run centrally, and he was a bit inconsistent about how often it would be used (against alien armies, against human armies, against some or most crimes). He at least didn't explicitly consider that the robotic army could be overused or misused but he did suspect but disregard that the others would object, maybe because they would think that centralized power would be used to oppress rather than protect people.

Well that was a metaphor but yeah, I'm not suggesting it wouldn't have bad consequences but the question was about what Tony *wanted* - which was nothing like what Hydra wanted unless you want to be extremely generalizing.

Tony wasn't envisioning something that would monitor everyone or stop threats "before they happen" even like SHIELD was before HYDRA went further. And he certainly wasn't about to suggest assassinations.

Totally agree, OP. And I would add Falcon to the great character list. He could've been boring and one-dimensional but Anthony Mackie really made him come alive.
