Compared to the last film the budget was actually cut substantially. If you want to decrease it much further the scope would have to be narrowed considerably.

I don't think any budget cuts (or inceases) would have made up for the terrible script.

Who was the idiot who thought making the Huntsman into a grinning joke?

The first film was made for $170 million, while this one for $115 million. The budget was pretty low.
