I know this is kinda a year after this post was made, but I don't think your description of what occurred in the movie is accurate (though close).
Jack and the others are all dead. All the people who were with him in the group except for Eddie's character were real. They were all in a sort of limbo/purgatory and waiting for self judgement. If you notice that each time a character came to a realization of their own inner demons and accepted it as who they were; the 'creatures' (demons) would come for them. Except for Harold (Jeff Fahey), who excepted who he was and his reality and was sorry for it. He accepted the light of grace and walked out of Limbo.
Which is also what I suspect happened to Jenny as well.
All the files Jenny was looking over were the very files that Noah was looking at at the end; the current case files of Limbo.
In the end, Jack doesn't accept this reality. He doesn't quite give into his demons, nor is he willing to accept the fate of his wife as his fault so he remains in Limbo.
