Who: Don't know.
Why: I think they said that because of the Sokovia Accords, the government was able to take over SHIELD.
Jason O'Mara is his name.
Since the Sokovia Accords were passed, Shield is now becoming legit again, and is coming out of the shadows. Since Coulson is thought to be dead, they are replacing him as the face of Shield.
I don't think it has anything to do with Coulson's death/resurrection.
It's more that he was running SHIELD when it was rogue/secret and at/near the top when it fell out of grace.
They haven't addressed and probably never will, but I don't think anyone who know who Coulson is still thinks he's dead.

Plus, since watching episode two, they say it's to show a fresh face to the new Shield, someone not connected to the scandal of the old Shield/Hydra. So, it will help the public place trust in them. It's also why it's not Fury, though I don't think they could afford Samuel L Jackson to appear too much.

On Fury - they could easily have had him be the director again (talking real world, not the story line) and just have SLJ not appear on the show. His orders etc. would just be relayed through others on the show. Or maybe he does one little cameo per season.
Point being, you can write the show without need the director to be on screen ever.
But yes, in-story Fury wouldn't make much sense at least as a public-facing director. Too much history there and not the right "face". Though they could have done something where Fury is actually running things behind the scenes.

in Avengers Assembled he did go around disguised as a shield agent.. a director wouldn't b e that much of a stretch.
Well they confirmed that his roots go back to the 1940's. While a lot of the characters Nighthawk associated with are now being established in the MCU. I think that Jim Hammond fits the bill better. Jim is also an LMD who kick starts the LMD program to assess threats. The code that was used was based the Ultron program and well... if Season 4 is taking a big risk, then Aida is Ultron or based on him.... http://www.memegogo.com/img/9l8vhz9.pngIn the comics Ultron takes a similar appearance. The Savage Land was hinted for this Season by Clark Gregg, which played a role in this comic as well.
shareI might be off base here, but I have a sneaking suspicions that for some odd reason Simmons is the Director. She just seems a little too sure of herself when talking to May, as though she knew the Director's thoughts on different matters. I guess we'll eventually see, when it's revealed.
shareI don't think that is the case based upon what she said to May - about not trusting the new director and how she's fighting to keep things together with the old team.
You'd think everyone would know if she were director. And, if it were a secret, they'd still know by the things she's done.
She might be playing coy with the new director's ID, so that her old team doesn't look at her different. I actually doubt she's the director, but I got a funny feeling in the back of my head that says she is.

It's not a dumb question because none of us at this time knows yet. He's only known as "The Director" as of the time I made this comment.

And now the Falcon and the Winter Soldier are dealing with another Captain America leader and icon US Agent. Agents of SHIELD had first dibs on this material and totally soft-balled it.

I just watched a fan video on youtube which said the new Director is a future Captain America in the comics.
The president replaced Coulson after Coulson stepped down.
