Initially it wasn't, then reshoots and changes were done to make it fit. Then the film came out and was a critical bomb as well as a pretty poor performer here in the US, although it fared much better internationally...
It really depends. With Tom Cruise, Russell Crowe, Johnny Depp, Angelina Jolie, Javier Bardem, and even Dwayne Johnson all being sought after, circling, and being talked about for various different roles....it is clear that they are going for some all-star talent here. They want big names that match the iconic status of these characters...to help build the publicity of the franchise around.
Luke Evans was quite good as Dracula, but he just does not really fit that paradigm.
Even if they DO keep him as Dracula...I seriously doubt that any real connections or references will be made to Dracula Untold...and it'll work in a sort of 'loose' way.
Meaning you won't need to see it to 'get' the rest of the franchise or understand the character of Dracula when he reappears...the main franchise will launch officially with The Mummy...BUT IF YOU WANT you can view Dracula Untold as a prequel to the main franchise.
Sort of like how you can watch The Avengers without having seen any Hulk film, and you still get proper context for his character when he is introduced in that film. You can also pretty easily watch EITHER the 2003 or 2008 Hulk film to serve as an introduction to his character.
