Why doesn't the radiation seem to effect humans? It's killing all these fish and people can't go to places where Godzilla attacked because of the dangerous levels of radiation, but in the moment it doesn't seem to hurt anyone.

Who says it isn't? Radiation may very well be slowly killing hundreds of people who have been exposed to the beast.
