Please tell what it means? I tried google maybe I'm not using the wrong parameters.

Can you remember the context in which this phrase was said?
If the person(s) saying this phrase were saying it into their police radio then it could be a "State" call sign telling the radio dispatcher what the officer is doing (i.e. their state).
So, for example "Going 5" may mean that the officer is on their way to the incident.
