I don't think she was, considering the people in her kingdom were smart enough in dealing with an unscheduled cold week in summer. The trouble is, I find them forgiving her so fast and accepting her as their Queen, even after all that had happened, is something of a stretch.

I mean, first off, she spent many years hidden in the castle, never interacting with the peasants, or never forming a relationship with the populace, or giving them a reason to like her or be loyal to her. That's very important in small kingdoms, because if you don't have the support of your people, if you don't have that connection, they're not gonna back you up if something goes wrong.

Second, she puts the entire kingdom in jeopardy for almost a week with an unscheduled, severe winter storm, and nearly kills everyone with the cold. I'm not sure, even after she gained control of her magic, that the Arendellians would trust her so quickly after everything spiraling out of control after the coronation.

Third, the kingdom obviously has a history of persecuting magic-users, or the king and queen wouldn't have gone to the extreme lengths they did to protect her from being discovered. The idea that anyone had changed in their views and was willing to accept Elsa after the icy shitstorm her sister caused for her and the kingdom is debatable.

Realistically, they probably would have either demanded she give up her crown and leave permanently for real, or driven her out of the kingdom with pitchforks and torches (even with the fear she could freeze them all to death) and forced the ill-prepared to Anna take over earlier than she did in the sequel. Anna might then have also been prey to power-hungry people that had their eye on the throne too.

But since it's a fairy tale, all is forgiven for no reason whatsoever.
