He conquered and killed thousands while liberating and freeing thousands. He was basically a Hitler who emancipated Jews instead of gassing them.

No, he wasn't an "evil villain". Not even close. Thanks to him the ideas of the French revolution were firmly established and with it the French republic. This also meant that he brought the ideas of the Enlightenment - and France was ahead of the rest of Europe in this aspect - to the countries which were defeated. When he conquered the rest of Europe they naturally had to adapt to republican rule. He wasn't of noble birth and defeated the kings. This dealt the royal houses of Europe a serious blow from which they never recovered. As such this was a positive development.
Egyptology was born out of his conquest of Egypt and the ruins of ancient Egypt were studied using modern archaeology.
He was of more use to Europe than a liability. The enemies he fought were old monarchies that held back progress in society.
It so happens that he was the enemy of Great Britain so naturally he became a villain in their eyes. When he was defeated he was ascribed mostly negative qualities as if he were anti-Christ.
Sure, his soldiers were brutal and cruel in Spain but this wasn't something born out of his orders merely an unholy war that led to horrible things which wars often do on a local level.
Anyways. He was included as a villain the minions worked for because everybody have heard of him.
He wasn't a 'real' villain like the others, and thats exactly why they chose him. You can't have the Minions helping out Hitler, Stalin or Pol Pot in a kiddie movie, can you?

I remember growing up in USA and watching cartoons like Bugs Bunny making fun of Napoleon, always portrayed as a midget, oversized hat, stupid goofy looking, oftentimes crazy/looney looking.
I visit Paris in 7th grade (still uneducated re: Napoleon) and I was shocked to see Napoleon's tomb/casket in this fabulously ornate building, and also the Arc d'triomph, etc.
Did Napoleon deliberately starve a whole nation like Churchill did with Burma? Did he imprison his own citizens like FDR did in Manzanar et al?
