they censor all incoming mail, obviously to intercept contraband!

most out going mail is uncensored, in fact inmates are sold prestamped envolopes that they seal themselves and get sent out as is..

special circumstances would revolve around getting your out going mail censored.. especially copied..

You are 100% WRONG and an idiot. They get sold a pre stamped envelope OR stamps and an envelope and CAN NOT. I repeat CAN NOT seal it.

The ONLY out going OR incoming mail that can not be opened or sealed is LEGAL mail.

I am sure that this differs depending on the correctional facility, but generally incoming mail is opened and read by the staff. However, outgoing mail is NOT censored.
