They said he was going to be recurring. I think they wrote the last episode as a cliffhanger because it was filmed months ago, and they didn't know his status. The result of the cliffhanger will depend on that status. Fwiw, Garret Dilahunt is also not a regular on the show, but he's pretty much been on every episode. Being a regular seems to be more of a contractual thing which effects how actors are paid than a real commitment. For example, Chris Noth was listed as a guest star on The Good Wife for every year of its run. However, he was on well over 2/3 of the episodes and, obviously outlasted two of the regulars, who left. Since the whole premise of the show was about his character, they'd never have cast someone they couldn't rely on to come in. I'm not saying that's necessarily the case with Chris Messina. This show has had cast members become recurring, allegedly and never be seen again (albeit not very good characters like Betsy and Gwen), and they've had characters like Chelsea come back even though they were supposed to be one-shot guests. Just saying the fact that he isn't a regular doesn't necessarily mean anything.
Next year will have 16 episodes, not 26, so it will also be easier for the actors to commit. Chris Messina was on more than 16 episodes this year, but since there were 26, it seemed like he was gone a lot. 26 is a lot!
