It is one of the real life details that are used in the show, between 1886 and 1899 a man called Charles Bootth had teams of researchers recording in detail the living conditions in the poorer parts of London. He produced a detailed map ranking each street and dwelling. If you Google on Charles Booth or Poverty map you should find many interesting link
The writers seeded the story other real life details and characters for example Fred Best was a real life hack reporter who intefered in the Ripper manhunt, Jane Cobden was a real life reforming politician in Whitechapel, Reids daughter did marry a Leman Street copper.
