Magic City was cancelled, but Boardwalk Empire was renewed for a fifth season. A show on air for 5 years doesn't seem to be a failure to me.
FYI, I didn't say BE was a failure. I said the show has terrible ratings, which is the case as judged by the ratings for True Blood and Game of Thrones, i.e., HBO shows with comparable budgets (but BE probably still surpasses both of them in cost).
However, I do still consider the show to be a failure. If you gauge a show's success by simply being renewed, then five seasons is a success, but that's not my gauge. HBO has lots of money, and probably didn't want another Deadwood fiasco where people whine about the show's cancellation for the next decade. However, propping up a ratings failure is not a success in my opinion, but a failure for HBO, based on the show's ratings.
That is one reason why Season 5 was announced as the show's last season, as a form of damage control. Sopranos had six seasons. True Blood will have at least seven. Game of Thrones will likely have at least seven if not more. Sex and the City had six. BE will only get five. It clearly failed to meet expectations of other hit HBO shows.
