shareNot true. Horrible Bosses 2 is good and I much prefer The Spy Who Shagged Me over the original Austin Powers. Back to the Future II counts as a comedy (and action/adventure), so there's that.............

Sequels in general are high risk low reward. That said, Wayne's World II, Austin Powers The Spy Who Shagged Me, 22 Jump st., Addams Family Values, and Toy Story II are all pretty good follow ups, some better than the first.
Rush Hour II was decent from what I recall (been about 10 years)

No, they're not...
Sequels are generally only made from movies that were hugely successful, and thus are a known successful entity with a built-in audience.
Ever hear of a tentpole movie?
It is true that many (most?) sequels cost more (due to keeping all the actors intact, raises are a given), and will generally gross less (although not always, see Dark Knight, Iron Man, etc...), so although the net profits will be less than the first movie, this is hardly low reward.
