When he pulled out the little remote control device was that some kind of miniature explosive or detonator to burn the evidence?

Not so much to burn the evidence as to create a distraction for his own escape. At least Batman only rigged the Joker to burn after he suicided.

Actually, I think the Joker did it so's to burn the first cop that touched him.

How'd he do that when he was dead?

Batman 'rigged the body' so it could provide a distraction to aid in his escape.
