Why was the Voice Acting so flat?

This was pretty much my main problem with Part 1 as well. The voice acting was so monotone. None of the actors showed any emotional range. I can't tell if anybody is angry or scared because everyone always sounds calm. Yeah, Peter Weller shows a slight variation every now and then but it's easy to miss. When I read the comic, the voices sounded so different.

This really made me realize just how spectacular the voice acting in Batman:The Animated Series is. The actors always gave strong performances.

By any means necessary.

It's confusing whenever voice acting isn't great, when so many animated shows on TV have incredible work done weekly.

Granted, comic bookish dialogue is tough to say.
