its my theory she was never possessed what i think is that when katie and her sister were younger the coven created secondary personalities the pranks tobi plays on them brings out those personalities the moments where you see her just standing there and looking for hours is because the awakening wasn't complete

Katie was periodically possessed by Toby. But Toby can't fully possess people right away, nor did he WANT to.
He jumped from Katie to Hunter to whoever he could, whenever he felt like it.

I'd say this cloud is Cumulo Nimbus.
