I've only played the HD universe, thus far, but I expect to play San Andreas at some point in the future. Tommy Vercetti seems petty cool, from what little bit of Vice City I played, but I don't know much about this character.
Does the "and" mean antagonists? Well, so far I've only tangled with Steve Haines, Devin Weston, Stretch and Wei Cheng from GTA 5 and Dimitri Rascalov and Jimmy Pegorino from GTA 4. So far, Haines and Dimitri top my list.
