The title. Why "The Pact"?

So why the title? Did the ghost make a pact with annie? A pact is like a deal. Was there a deal made between Annie and the ghost? I guess there was one made, as Annie was desperate to find Nicole and Lyn.

I think it refers to the pact between Annie's mother and her serial killer brother. To keep him hidden and protect him.
