It was a completely staged event to tie in the phenomenon of "creepy" clowns spotted at night in towns across America several months ago. The guy in costume was probably a producer or some lowly camera guy.
Kind of loses the effect when you do it in BROAD DAYLIGHT.
Just assume that on any reality show, anyone that's dressed up in a creepy costume or trashes an important place in a show is just a producer.
