Mr Freeze as the main villain, his origin, was happily married to Nora Fries, but she became I'll, he tried to fast track his research to help find a cure, however, the Riddler had started the flood in Gotham, which destroyed Fries lab which had an experimental sub-zero substance he had developed, spray him, altering his appearance. Sometime later, he begins terrorizing Gotham.

-Jeffrey Wright as Commissioner James Gordon
-Oliver Jackson Cohen as Harvey Dent (the last movie pretty much set him up to be the new DA without mentioning)
-Rebecca Ferugson as Nora Fries
-Jayme Lawson as Mayor Bella Real
-Giancarlo Espositio as Lucius Fox
-Colin Farrell as Oswald Cobbleott/Penguin
-Andy Serkis as Alfred Pennyworth
-Michael Stuhlberg as Ferris Boyle

Not a bad set-up. I'd expand upon that by having him working together with Catwoman who sympathizes with Freeze. They begin targeting high-level mobsters or crooked businessmen (he kills them;she robs them) to pay for his research for a cure which draws the attention of Penguin and the new DA Harvey Dent.
