The linked article appears to be behind a paywall. As far as I am aware, most CCTV is used in review of an incident, and few of those cameras are monitored, or set up and managed so that they could be used for real-time tracking of an individual.
During the closing scenes where Joey is being visually tracked, the added radio chatter about how the suspect has been identified as wanted ex-military personnel was extremely over-the-top cinematic fantasy. Typically, individuals who are wanted for prior crimes are discovered after being apprehended for some other offense, and properly identified.
