Usagi Yojimbo, the rabbit samurai and ally of the Turtles, will not be appearing in this show, as the below link confirms.

It’s a shame, because he’d fit in here very well.

Other characters I’d like to see in this show besides Usagi are:

Angel – a female member of the Purple Dragons and Casey Jones’ friend.

Super Turtles - an alternate TMNT group who have superpowers: Graviturtle (Leonardo with gravity), Griddex (Raphael with super strong skin), Shellectro (Donatello with electricity) and Blobboid (Michelangelo as a shapeshifting jello blob).

Loki (not the Marvel one, yes, he was in a TMNT comic)

Usagi, Angel, Nobody, The Justice Force and Complete Carnage and Radical would all be absolutely sweet, to bad about the licensing issues. Blood sucker would have worked as a villain mutant while they were up in Northampton, especially with the mutagen bouncing around up there like it was (plus The River was was of my favorite mini series from that comic book). They could also introduce Bern Thompson as the head of the school newspaper and Vernon Fenwick as his primary reporter. April could then join up as secondary reporter causing the familiar friction between her and Vernon, especially since April is always honest and tells the truth while Vernon likes to make things up and stretch the truth in order to "juice it up". Vernon could also be a transfer student from England in order to fill out that part of his character.

Come to think of it, they could just use Wyrm who is basically Bloodsucker revised.

I'm surprised they didn't have some Vernon cameos during those season 2 highschool scenes as the a stuck up, bratty teacher's pet.

I doubt we'll see Usagi. He appeared in the previous cartoons as a favor to Mr. Eastman, and since he's not involved anymore... 

As for me...I know it'll NEVER happen, but I'd like an episode featuring the COW Boys of Moo Mesa, with them voiced by the cast of Firefly/Serenity 

Also, Ninjara, though that's unlikely. However, I think they could use this time travel stuff to have Karai get a different mutation.
That, or else expose April to some mutagen and a fox...

I think Mona Lisa is basically this show's Ninjara.

I'm probably alone on this, but i'd really like to see Carter in the show, I never quite got all the hatred for him(I certainly wouldn't compare him to Scrappy Doo like other people have) and since we've already seen Lord Dregg, it would be interesting to see a new take on Carter.

I don't think Angel and Nobody have licensing issues since they're genuine TMNT characters.

That could work. I never saw Vernon as English, but that could fit him actually.

The Super Turtles sound kinda cool, and they can use previous turtles VAs for them. I wonder if they have the rights to use Tora and Shogun from the NES port of TMNT II: The Arcade Game? Maybe also Groundchuck and Dirtbag and Wingnut and Screwloose.
