In lore, is Gotham susceptible to flooding?
Is it supposed to be below sea level as is implied here?
Or is this just something they pulled out of their asses to manufacture a situation in this particular movie?

I don't remember Gotham ever being declared below sea level in the comics.

shareThere are a LOT of comics, so I don't really know, and even if I did, it might be contradicted in another comic just as easily. Gotham was just New York for the first few comics, anyway, so Batman - like most superheroes - is a bit modular on the details.
The best bet would be to check the No Man's Land and Wargames storylines, since those comics deal with Gotham taking a huge beating. Maybe there was some flooding.
Generally, because it's meant to be New York-like, I wouldn't think it was below sea level. With that said, as I mentioned, lore is fuzzy with superheroes, so this version being susceptible to flooding doesn't bug me.
