Season 1, Episode 3 and the Memory Hole

During the episode "The 112th Congress" there's a scene where Will is talking to Charlie about then-candidate Mike Lee in Utah. In the original version of the episode, there's a quote about how he wants to repeal the 14th amendment. I just rewatched the episode on HBO Go, and the scene has been edited (to change the camera angle so that you can't see Jeff Daniels' lips move) and redubbed with different dialogue- this time Will makes it clear that Mike Lee only wants to repeal the part about birthright citizenship. Two questions come to mind:

1. Why in the hell would they do that?
2. Which version of the episode is on the BD/DVD release?
