Which NEA was being referred to in the quote from the first episode, "You can't skip right to the NEA! And you cannot skip right to the army."

I had assumed it was the National Endowment of the Arts, but now I see it may also be the National Education Association. Which is it?

National Education Association.

The other NEA receives nowhere near 1% of government budget outlays.
