Question - Red Team III

I haven't finished season 3 so no spoilers! Please!

I have a question on season 2 episode red team III / the Genoa case. I don't understand why the 2 scenarios were institutional failure / everything being jerrys fault. Even if the situation was institutional failure, nobody else doctored raw footage. Why couldn't Jerry be fired for the fact that he doctored raw footage alone and not the fact that the team got Genoa wrong? Seems like he had absolutely no case whatsoever!!

I understood that Jerry was too "low-level" to decide whether the story got aired or not. So someone else should have somehow figured out that the story was false. That's why Mack, Will, and Charlie, felt responsible. They were the "experts" and so they were willing to resign at different points.

I believe Jerry's legal argument was that he was being made a scapegoat as he wasn't the only one to make a 'mistake' on the story. So either more people should have been sacked or he should have kept his job. It's a weak argument, but enough to get a court case. From there his legal team hoped that ACN would pay him off rather than air dirty laundry in court even if they would win the case. Leona decided that wasn't going to be the result!
