You can say that De Niro is a sellout, you can say he cant act, you can say many things. De Niro can have a comedic role which he fits right in. He can act.

De Niro is the best (arguably) actor ever , or at least of his generation , look at his film's from the 70's down to 1995!! The guy has an awesome filmography , 2 oscars , a legacy , he's a legend. So you can't say he can't rap.
In this movie he just shines , he's carrying it , he's the reason this movie is watchable , so yeah , he's the king , the king of comedy etc etc.
