Blackout 2022 Problem?

In the original movie, the Tyrell Corp created the Nexus 6. From what it is implied, Rachel is also a 6 but with false memories. At the start of the movie, replicants are said to be illegal on earth but they are at least created on earth and then shipped off. This should include all replicants since the 6 were illegal and the previous models as well (Deckard retired many replicants but never a 6).

At the beginning of 2020,it is said that a new, nexus 8,has been released locally and off market. How could this be if replicants are illegal on earth? From the way it plays out, it very much seems that this was the case until a revolt on earth occurs.

Am I getting something wrong?
