I'm guessing because there is already a novel titled "Blade Runner 2: The Edge of Human" which was released in 1995. The story of the novel is unrelated to the story of Blade Runner 2049. Therefore, the film is not titled Blade Runner 2 to avoid any confusion with the novel.

The working title was Blade Runner 2: Electric Boogaloo.
