A soliloquy is talking to yourself, expressing your thoughts aloud. When Frank breaks the fourth wall he's clearly addressing an audience (he even says things like "you though I'd forgotten about you" directly to screen). So in that way they're two slightly different things.

sharein modern family it's actually interviews because the show is a mockumentary, characters often look to the camera and at moments even speak to 'the person who shoots the documentary' (remember 'I taught her that!'?), it's not breaking the fourth wall because they do not talk to or look at the audience but rather the cameraman/interviewer like in a real documentary.
