Is Noah Taylor in Season 2?

He's not credited on IMDB. He was one of the few good actors on the show and a played a pretty central character in Season 1.

Well, I don't really know... But he was mentioned a couple of times in S02E01, that's a good sign.

He's one of my favorite characters, a little disappointed to see after his big ending in season one he's pretty much forgotten about in season 2

His character should be, he was one of the possible killers, we may never know why he ripped retro girls card in half like he did when the other big name supe died. Also with his power he could have killed retro girl.
