Yes, but white Mexicans are the ones in power, not the ones crossing the border illegally. This woman would not belong to a lower class family like the one presented in the show (from the first episode it seems they were lower class in Mexico, and then migrated to the US 30+ years ago, and they've done quite well) .
shareI think it's funny they cast a Spaniard as well. Usually it's the opposite; a Spaniard in a movie or TV show is cast by a Central or South American with a totally non-Spanish(European) accent.
