Yes, Frankie knew. However, they did not tell/show us how he knew. I am assuming Tom said something to the girl about Cyrus why she called 911 to rat out Cyrus.
As for Tom, didn't he also get out when Papa Pope get out of jail? I vaguely remember Rowan walking out and then Tom appearing out of nowhere
